Fire has fire blast and overheat, both of which have decent accuracy and awesome power. It also has flamethrower, which isn't much worse than EQ. Two of said moves also have a burn chance. Fire moves are buffed by one of the 3 weathers that are actually ever seen in OU.
Steel moves are problematic because they are ineffective against bulky waters, against other defensive steel types, and against fire types, their most prominent counter. The very fact that it is so easy to switch in a counter for a steel type (other than Scizor, of course, with its dadblasted U-turn), is exactly why steel is not OP. Steel may be very defensively viable, yes, but it is not difficult to counter in turn.
