They're in some dust clouds, sometimes Join Avenue (depending on who's running your Antique Shop), and there's one each in route 6 (the house near the Hiker), Abundant Shrine, Dragonspiral Tower (level 3), and Undella Town (near the bulldozer, hidden).

Goodra (no idea, open to suggestions! I'd prefer French names, but if not French, then at least European)

I know I have nothing to cover Electric or Water, hoping that someone learns a Ground and Grass/Electric move. For the Electric gym, I'm planning on capitalising on the fact that all of Clement's Pokemon appear to be dual-type, so I can use Rock moves for Emolga, Fire moves for Magneton, and Fighting moves against Heliolisk. Not sure what to do about the Water E4 member - Goodra has a resistance to water, but they usually carry ice moves too.
Plus Fletchling line for Flying (Seraphin or Seraphine), Lapras for the required surfing (undecided), and Gogoat (Gabriel or Gabrielle) against the Rock gym.
