I consider them game content on par with an evolution as a matter of content, usability, developer's effort.
So I count them when I compare addition made in each generation. Kalos is on par (if not better) then previous ones, content-wise.
A form change is not an evolution, it's indeed a "change" (not for the better, but for the different), permanent or temporary. An evolution (old) is a permanent change and gives the previous stage the chance to use Eviolite.
Mega Evolutions are different from both. That's a fact. Different mechanic and different concept.
Creativity-wise they are better then most of the normal evolutions, so I consider them a valid game content.
So stop saying that Kalos added 69 Pokémon. It added 69 Pokemon and 30 Mega Evolutions, that should be considered equal as adding 99 Pokémon.
Well, I honestly believe there are even more.
