Clawitzer has great stats (70/70/100/130/100/55) and will probably have a movepool similar to Octillery's (fuckhuge) due to its concept as a cannon and its Ability.
Dragalgae or however the fuck its spelled is pretty decent but will probably only really shine on a Rain team since its Speed is pretty bad without Swift Swim.

It's up to you OP, you can always trade later

Slap Scald on him and he goes from stronger than Dragalge to FAR bulkier as well.

It's basically it's signature ability, I'm sure it was designed before they decided to tack it onto Mega Blastoise. It would make sense for it to be able to take full advantage of it. Maybe not Aura Sphere but we'll see.

The only two pokemon that get Mega Launcher are him and Mega Blastoise.

Not only that, the ability flat out mentions Pulse and AURA attacks. The only Aura move in the game is Aura Sphere. If it has a special note like that in the ability, it's getting the move.

Scald/Ice Beam/Aura Sphere/Rest will be nice.
Or if you don't like Rest, some crazy attack it'll probably get for being a cannon.

Depends on what you want to do with it.

You want to maximize his physical bulk?
Bold (+Def, -Atk)

You want to improve his special defense?
Calm (+SpDef, -Atk)

You want to make him kill shit? Modest (+SpAtk, -Atk).

IMO, Calm would work best. Scald will weaken physical attackers, your special defenses will be buffed, and just throw your EVs into HP and SpAtk

There's only two pokemon with that fucking ability, which specifically mentions those moves. Chances are he's getting at least two of them. Which only helps him.

If it's a 1.30x boost to said moves, it's going to be pretty potent coming off 130 special. It's no joke.

What does it do?
Is it possible to build a team around it?
Do any pokemon have an ability that trigger it when they hit play?

I've been wanting to try a weather team since Ruby and I just haven't been able to put a decent one together.
Also Electric is my favorite type.

Anyway, here's my take on this little guy

Clawitzer:
Bold Nature (+Def, -Atk)

- Scald (Burn target, lower their attack and boost your defenses)
- Ice Beam (Coverage)
- Aura Sphere (Boosted by Mega Launcher, Coverage)
- Calm Mind (+SpAtk, +SpDef)

Item: The XY item that boosts special attack and attack two stages when hit by a super effective move.

You could always go with Chesto Berry + Rest to make him last longer.
