Hits fast and hits at a decent power (but not too hard to balance it being faster than most everything it'll face). Decent coverage.
Trash bulk. "But anon, not everything needs to have bulk, esp. when it already outspeeds and dishes hits." This would be the case if it had enough power to KO things, but it doesn't. It's forced to take a hit back against everything it cannot KO immediately that turn, which is quite a lot.
This would put it on par with all the other quick attackers, like Sceptile, Swellow, Jolteon, etc.
Unlike them, however, Accelgor cannot even take a resisted or neutral hit due to how lopsided its non-existant bulk is.
It could have been much better distributed, but somebody in GF really thought that Final Gambit would be great on it.
And so, we're left with too high of an attack it'll never use, poorly distributed HP/Def/SpDef that is only useful with Final Gambit, all of which weighs down on it from being great at its role of fast attacker.
Now that I've covered its poor design, I can move onto what makes it good.
Accelgor has 145 Speed, and that will define it forever. Whether you hit with a LO/Specs or set up Spikes/Encore, it's almost guaranteed to get a move off. It makes for a pretty decent support setup with Spikes, Encore, Baton Pass, and Yawn off that blazing speed; it makes best use of such moves, qualitative effects rather than quantitative.
Its Speed is so high, it can easily afford to go Modest and/or Specs with little to no opportunity cost, a luxury not many can afford so easily.
It's 100 base SpA, while not a power hitter, means it'll always have offensive presence and will rarely be setup bait. This is backed by a useful set of coverage moves
It's just shy of being a great Pokemon, but it's unique while still being good.
Overall, I like it. Dat speed is so good.
