What fucking requirements? Every pseudo destroyed a pattern upon release. Metagross/Salamence destroyed the one per region. Garchomp destroyed the fact that they need to be exactly next the legendaries on the pokedex. Hydreigon destroyed the physical attack pattern. Goodra destroyed the dual type pattern.

How hard is that to understand? Everything else is coincidental. GF goes out of their way to make one (or two in the case of Hoenn) that are well above other nonlegendary pokemon. They give it 2 stages and 600 BST. That's it.
