That's not how it works. You only need one system, you download the Pokemon Bank app in December, insert your Gen 5 cart, transfer your Pokes and then download them onto XY.

Real rare but it's on Route 4 (right after the city with the first gym). There's no grass but I know it can be found in the red flowers (not certain about yellow). You'll nigh undoubtedly get all four of the Flabebe colours there as you go.

They show up on route 5. I've run into them more than any other horde on route 5 and there was always one Minun there each time.

I've never seen any after 2 fucking hours. Scraggy and Gulpin hordes yes, but not Plusle hordes.

I've run into them in the patch of grass directly across from the skate park. I'm literally training there right now. I've run into one Gulpin horde, two Scraggy hordes, and four Plusle/Minun hordes.

I'm not actually certain, haven't tried it yet myself. But it seems like when you go into the Friend Safari, your friend gives you a type of wild Pokemon which you can find and catch. If it just so happens that you get access to grass types from them, Bulbasaur or Ivysaur (don't know about Venusaur) may be there for you to catch.
