Some of these pokemon do not need more powerful forms. It's a nice boost for Gardevoir or Ampharos, but I thought Garchomp and Scizor were already pretty good. And a more powerful Mewtwo is just overkill. This is assuming their stats and moves are the same as previous games.

Banette is Grumpig-tier when it comes to forgettable, so it's just not just popular ones.

Actually my theory is that Mega Banette was going to be a proper evolution. That's why it's the only one that doesn't look retarded.
