Vitamins raise base stats and anti-vitamin berries (Kelpsy, Hondew etc) lower base stats, if you've ever paid attention the text effect whilst using these items.
Anyhow the level 3 super training events actually are not that hard, just practice them and you will start to find that certain balloons have very predictable patterns that allow you to land powerful charged shots reliably, and you'll be clearing these events in sub-20 seconds when your Pokémon's EVs are higher, thus providing bonus effects like faster firing or more points earned.
I've already fully EV trained my Speed Boost Torchic in attack and am halfway done in speed, having the option to do this is actually very very helpful.
Better yet, you can get punching bags that totally reset a pokémon's base stats. It's plain white.
There is also a punching bag that doubles the gain from a training session.
