I've made it to Parfum Palace and the only Boutique in Lumiose I found was the hair salon.

I tried a lot before so i don't know if it's really what triggered that they would let me in, but it worked for me after having a Furfrou customized.

Alternatively just try everything in Lumiose once.

I'm not sure how i ended up in this shop but here's what i did before
6Th badge, got like 7 haircut, went to the Studio, made all the themed vid (Surprise Me) talked to the lady on the right counter
then it was k
Also i have every roller technique and i had a full set of "Cute" ( Bought everything in every shop(they change everyday) )
Also, i heard you need minimum 4th or 5th badge
And prices are 100k,200k,20k

There's about 5-6 boutiques in the game. I've bought all the other items in them - this is hugely more expensive though. It is located in the "Paris" type city after all.
