There's a light blonde, dirty blondge, orange/red head, dark brown and I believe black hair colours. Serena looks particularly nice with red hair in my opinion.

I'm not far enough along in the game to know - just barely got to this first hair salon (I've heard there are others with possibly different styles). But as far as eye color, I've heard you can get contacts at some point. As for hair color: this guy has it about right, if I remember correctly:

Sorry, no. Doing the ones for the female character were relatively easy, but for the male styles I'd have to reset my game. Don't really want to do that.
