Well it doesn't help that Kalos Pokemon are far in between and/or generally suck. Most Pokemon I've seen this game are just pre gen 5.

What level does it evolve at? I saw some of it's 2nd evo at Lv 40 in the wild.

Around there, probably mid 30s like usual. There is some confusion on the final evo as Kanpachi said it evolved at 70, but some anon had it in the mid 60s.

Sliggoo evolves if leveled up in the rain.. Several people are saying this, And I'd say it's true due to the high amount of Goodra under Level 70 so that level 70 rumor is most likely "false"
