Nope. You get the good rod in the town with the third badge.

How do I get the dusk stone so I can evolve my Doublade

Max out super training on a Pokemon and take on the special training courses. The Agislash Balloon is where you can farm Dusk Stones. It is also the last one in the first round of Special training. That's the fastest way to get it.

How do I evolve Inkey?

After level 30, turn the 3DS upside down as it levels up and it will evolve.
