someone at gamefreak HARD FUCKING CODED THIS INTO THE GAME. WHY THE FUCK DO THEY KEEP THIS SHIT.

Because they don't want you to be in some hypothetical state where you couldn't progress if you deleted an HM move off of a Pokemon and then for some reason it evolved into something that couldn't learn it.

Same reason you can't transfer Pokemon with HM moves cross gen.

The only reason I can think of for keeping this is if you try to delete a move like Surf while you're actually Surfing.

I think this only applies for those oddball evolution pokemon. And in any case the only HM move this really applies to anymore is surf.

Now why they keep them when they have more arbitrary flags now like random people dancing for no reason or blackouts is the question.
