You could always try both, but I definitely heard someone on here say they got Goodra at 57 whilst it was raining. Apparently, Rain Dance doesn't count.

Mine is 51 right now, and I used rain dance and It didn't evolve. Haven't tried natural rain though.

I'm guessing rainy routes are random? Route 14 was rainy for me the first time around but I just went back there and no rain.

Sliggoo to be at least 55 to evolve. Has to be raining at the location not because of Rain Dance. Route 14 and 21 so far I've found will rain but it doesnt all the time on route 14.
