Nobody has rates yet since we can't datamine the 3ds .ROM files like we can with DS/GBA ROMs. Best I can give you is 'pretty low but not too bad'.

Route 7 heading back from Perfum Castle, take the left path and go all the way to the left bushes.
They're really rare though, and you'll get swamped with Oddish (possibly Bellsprout in X?) and Espurr.

Looking for a Ralts myself (I have Pokemon X, assuming that both are easier to find in Y). Haven't gotten very far (believe I'm near the second gym), but I've caught everything possible up to it so far minus those two (save Minun).

Trace is situationally useful, since it entirely depends on the opposing mon's ability.

Synchronize is decent against status causers.
