I've been at this for an hour and no Riolu.

Can anyone confirm that they really do appear on Route 22 in Y?

I don't know about 22, but I caught one right before the first gym. I haven't seen one since.

you get a lucario from rollar blade chick right after the 3rd gym, breed him for the dex entry on riolu. then check Riolu's entry for a location on where to catch one.

that should help your search.
