They're waiting for all the info to be dumped for them so they can do one giant update.

That is, if the info can even be dumped.
3DS is a different beast from the DS, we may be able to dump the roms but I don't think we can freely peek around in them yet.
I might be mistaken, but if we can we'll no doubt learn the existence of event legendaries in no time.

Yes, this has been explained multiple times. There was a mod-only forum called "Mozz's Van" where users posted nude pictures of themselves. Some of the moderators in question were underage.
