I think the measure is "do stuff in Lumiose".

They let me into the boutique after changing bedspreads at the hotel and beating up some girl who was in love with a poster, so who knows.

Oy clearing this up for everyone.

To get into that shop you just have to wear same color tagged items. Blue tag is easiest in early game since your mom gives you sporty blue tag clothes. Wear those and get the blue tag cap from the first hat store and that should be all that's needed to get in. I have no idea what color tag it is for guys though.

There's probably more, dressing smartly for the girl and guy unlocks a hairstyle, dressing cutely for the girl unlocks a different one so I'm assuming there's one for the guy too.

I'm gonna guess every style has it's own haircut.

Also NPCs give away clothing items, there's a shitload we don't know yet.
