To get into the boutique, you need to go and do shit inside the city. Go to the cafes, visit the stores, do jobs at the hotel, do battles at the resturants. I don't know exactly what you have to do, but this worked for me.
The shit in there is expensive though, just the hat and its accessory are 65k. One outfit is 300k.
