Masuda stated he would never charge for pokemon DLC and any DLC would be free hence either R/S/E remakes or as free X/Y DLC.

Hoenn would never be free DLC; I think some of you forget that Gamefreak and Nintendo are the same companies that create two versions of each game just to rake in as much cash as humanly possible.
