I found Helioptile pretty shitty until he evolved at which point he was awesome
You could also go with a Jolteon fairly early too

I know I can catch an eevee and find a Thunderstone both at route 10, but should I then immediately evolve him into a Jolteon or should I lvl Eevee up a little bit first?

Its pretty shitty how limited the electric options are in XY.

I want a joltik more then life itself but apparently it's friend safari only and we don't have a breeding pool for it yet.
