You pass on the "flag" in the game data - either a 0 or a 1 - that sets Dream World Ability on or off. If the Dream World Ability flag is set to off, then the Pokemon has whatever Ability it would normally have. If the DW flag is set to on, then its Dream World Ability overrides its normal Ability.
It's like... Darmanitan's DW Ability is Zen Mode, but Darumaka's is Inner Focus. When you breed Darmanitans, the game doesn't try to pass Zen Mode to the Darumaka. It just looks for the Dream World flag, and then passes that flag to the baby, which automatically sets its Dream World ability.
So theoretically, if males are now capable of passing the flag, then it should now be possible to pass the DW flag from one species to another. So now even Pokemon with unreleased Dream World Abilities - like the Gen 2 starters - should be able to get them via breeding.
Someone needs to test this.
