In Lumiose Badlands (Route 13), there are four entrances, one to the left, which leads to the Power Plant where you find Team Flare, and then three other locked entrances to the far right.
Is there any way of getting into the locked ones? I'm post-game and I still haven't found a way to get in. Is there a hidden Pass or something?

Those aren't the same powerplant I've figured.

If you go to the Museum, you can find paintings of the power plants. According to the audio guide, one is geothermal, one is Biofuel and one is combustion. I can't remember the last one.

I'm not sure what this means though.

I remember there being the circular building things in one of the first ever promos for it. You can get near them so it's definitely unlockable.

I doubt the regi's they were just in BW2

It'll be legendaries that haven't been in for a while like the lake spirits, but that doesn't make sense.
