Do I even need any Speed EVs? I usually just protect for the boost anyway.
I know I'll be maxing Attack but that's all I've got at the moment.

Max Attack and then I'd say either max Speed or HP. I'd go with HP 'cause it's fairly low and the Def and SpD is pretty shitty too, so, if you can't get both up just try not to get killed too fast.

tap regular bag until it gives you stat bags
use stat bags
tap any tired pokemon and they get filled with enegy which gives you bags faster
fuck the minigame part of it, it isn't worth it
if you have a pokemon that has full EV but not the ones you want use a reset bag which you get from tapping regular bag

Dont listen to him. Do some lvl 2 special atk training. Pump your damage a bit, move to lvl 3. After that doing Speed is fast as fuck. In less than 1 hours you can have maxed EVS

Also Torchic has insane minigame stats, you can do 500 damage with each shot.
