ive beaten team flare in the power plant but still cant go through lumiose city?? is there something else i need to do that i havent done?

You need to find the team flare cafe. It's near the tower. There should be a team flare member next to it.

Just head south from the power plant. The end of the blackout is triggered when you enter lumiose from that direction for the first time.

Okay. So first go to Coumarine City. Go south to Route 13, and go directly south into hit Lumiose City. From there, you'll have another wifu moment, beat the electric gym. After that, find the Team Flare cafe (the one with the Team Flare grunt standing outside of it). Go inside and after you talk to the people inside, all of Lumiose city will be unlocked.
