I'm trying to get Goodra, but where can I find rain? I think I've gone to every town with no luck. I have also checked out the route where you get sliggoo and it wasn't raining.

It is raining on at least 1 Route at ALL times.
Just put on a Repel and get on your bike, and look for that route.

Honestly it's not as hard as you guys put it out to be.

it does if you do it in the swamp, it will trigger rain and then you can rare candy or level up any way you like, but you have to wait until you've exited the battle you did rain dance in.
