There's nothing that can learn Hammer Arm and the Elemental Punches to chain onto the Elekid.
Elemental Punches themselves are easy enough with a Medicham, and a Machop can learn the Elemental Punches from a Hitmonlee and then level up to get Cross Chop, to which you can then breed on the Elekid, but there's nothing that learns both Hammer Arm and the Punches (and certainly nothing that learns Hammer Arm *and* Cross Chop and the Punches) to breed onto Elekid.
It's pretty much either Cross Chop + Punches or only Hammer Arm (at least according to the wiki. I know you can tutor the punches onto a Conkeldurr, so you should be able to Hammer Arm + Punches, just not Cross Chop + Hammer arm at the same time).
