EV changes modify stats as they happen now, the days of +23 level ups are over.

Think about it this way

every 4 EV points is one actual stat point.After all 252 EV points you get 63 stat points.

Wouldn't it be incredibly broken if it got all 63 in one level and had higher stats than pokemon dozens of levels above it?
