Why are the nearly all the routes from the start of the game to after the 2nd gym so full of shitmon in X and Y?

So much fucking garbage and the nearly all the good ones all have overlapping weaknesses to Fighting or Fairy?

I want to shoot the person who filled the first few routes.

I've have to turn off EXP Share and just use VIvillion as an EXP Sponge otherwise my good Pokemon would be 8 or 9 levels above everything else because I can't fill my fucking team.
