In my experience it rains constantly in the route before the second gym.

I have the first evolution. Is the rumor it evolves at lvl 50 in the rain. Confirmation would be awesome

It's true.
The place after the fairy gym also seems to rain a lot, along with route eight and the swamp that you originally find goomy in.
