Because Flying is mostly reserved for birds (the bats the only exception), and Hawlucha is actually a human-like Pokemon in a bird costume.

Hawlucha isn't a bird. It's a humanoid wrestler thing with a bird gimmick. He doesn't have talons. He also has visable hands and fingers. He also opens his mouth separately from his beak, which is really a mask. He's basically just like Tomahawk.

By that same logic, Eagle Warriors in Age of Empires 2 should know Brave Bird. I think Hawlucha is more like an Eagle Warrior than a luchador.
