So I have a question about EV in Pokemon X/Y, what does it truly do and do I have to balance it? I just used a reset bag on my level 64 Raichu and just grinded special attack and speed, because I heard that's what you have to train, but once I maxed it out I felt as if my attacks were weaker. Anyone got any advice to a guy new to EV's?

as of now thunder bolt, slam electro ball, and nuzzle. I am pretty new to actual pokemon stats and moves.

If you've maxed out special attack, you shouldn't be using Slam because it's physical. Same goes for Nuzzle. Teach it Special Attack moves.

The problem is I don't know what the actual "max out" is. I just did a ton of speed and special attack and thats it. His nature is brave and his stats are att-146, def-102, SpA-163, SpD-133, Speed- 171

You'll get a notification that you maxed it out in the Super Training, and there's a bar at the side. If the bar is filled, it means that you maxed your stats out. Your chart should be touching Sp. Atk and Speed if you did it properly.

Your nature is Brave, and that would be one of the worst possible Nature for Raichu. Brave lowers speed stats while increasing your Attack stats. If you want to start over again, I have a good natured Pikachu that I can trade you.

If you want to keep the guy, I suggest this for his moves- Thunderbolt, Grass Knot, Focus Blast, Volt Switch, Thunder Wave, Thunder. Just pick what you prefer.

Thanks for the help, I currently am breeding to get a good nature and ability, but my last question is this- Should all I train is special attack and speed, Or should I put some training into other stats as well?

USUALLY, it is best to focus primarily on a pokemon's best stats to get the most out of it.

What you're looking for is mostly the 2 maxed stats. Sometimes, for competitive gaming, specific values of speed or other stats may come into play, but definitely not the main storyline

Tips for Super Training, always play lvl 2 training, rather than lvl 3, because it gives more points and less time if you do lvl 2.
