Goodra's probably closest, stat-wise. I'm pretty sure that it was found out that Noivern's stats aren't that great. On the other hand, Noibat's got the rarity of a pseudo. It's a hard call. We didn't really get a proper one, this time around.

Noibat has a pretty good special attack and fairly high speed. Even if other pokemon end up overshadowing it, it will still be a useful counter to Gengar because Infiltrator now ignores Substitute.

Goodra isn't dual typed, or have an immunity due to it's typing. Sap sipper doesn't count.
