You also get outrage and power whip leveling up, haven't tested physical TMs.
Goodra's SPatt is higher than Att
He's tanky, but for the main game you wanna be ending battles quick, so go for HP and offense EVs, depending on what you specialize in.
Competitively all 3 of his abilities are extremely powerful, though I'd argue his hidden ability is the least situational.
If you're not gonna be breeding and shit, I'd say go for bolt/beam dpulse toxic with 252 in HP
If he's gonna be your main, go for modest with 252 spatt
Though he also makes a great tank if you need to heal up shit, so you can still go for 252 defense bold.
That's my take on it, though I'm sure these smogon niggers will have something even more autistic on the subject.
