Upgrade your Megaringthing by doing at least one round of the Battle Maison followed by heading North in that same town, fighting your rival, and follow his instructions.

Get the PokeRadar by going back to Lumiose city's Pokemon Lab and on the second floor (I think), someone will give it to you.
