Why the FUCK won't this Togepi evolve? I maxed his friendship in pokemon-amie, and I've leveled him like ten times and he refuses to evolve.

I don't want event to use it, I just need it to be a Togetic so I can breed it with Skitty. But it's being a stubborn cunt.
