Rain is random, try the two swamp routes. There's supposedly other routes where there's rain, but again, it's fucking random.

You have to evolve Sliggo, starting at level 50 (anything 50+ works too) in natural rain (has to rain on the overworld, so rain dance doesn't count)
Easiest way to do this is to wait for rain and carry a rare candy.
