The only thing I heard related to that was something about having perfect 31 IVs. No idea what the fucks going on but i'm noticing its only in nippon land. Just get a mexian/aussie ditto, it'll save you some hair-pulling

If Ditto appears in friend safari it will be lv30, any pokemon found in the friend safari will have 2 IVs at 31.
