In the anime, NO TRAINER has or will ever attempt to capture every single Pokemon. That's a retarded goal to have, not to mention impossible since there's no way for any one trainer to handle that many mons at once. Even if he leaves them all at Professor Oak's lab, there's a limit to what he can accomplish.
Seriously, the "gotta catch 'em all" slogan was entirely an American creation. In Japan, Ash never even CONSIDERED the idea of catching them all.
