All it requires is good parents, once you get both parents with 3*31 IVs, you have almost a 75% chance of passing on at least 2 perfect IVs with an everstone and a power item, and about a 50% chance of passing on 3 perfect IVs.
Then just wait till you get lucky with the RNG and get a mon with 4 perfect IVs and use it as a parent instead, it'll increase your chances of 3 perfect IVs being passed on.
The max you can pass on at one time is 3, the rest is up to the RNG, but it can and does happen. I've bred 31/*/31/31/31/31 special attackers before. It feels really good when you get that
