I thought the pacing was really nice, I liked most of the pokemon designs with the exception of the huge amount of single-stage pokemon, that was kinda stupid. But design-wise, Gen 3 blows Gen 2 out of the water. The legendaries thing is a fair point, but if you consider how hard it is to actually get to all of those, it's an entirely different story. The regi's were cryptic as shit compared to ANY Gen 4 legendaries.
I agree that the teams were stupid, no arguments there. What I did like was that you had two teams at the same time, so there was some rivalry going on. The region is fucking beautiful and varied. Just check the whole jungle part, route 113, fallarbor town or whatever, dewford, the desert, meteor falls. Every town had its own house design, that was pretty much new too.
And I like the water as well, but it does suck that basically the first 60% of the game are ALL LAND and the last 35% are ALL WATER. It should've been a little less aprupt.
