Hidden Ability is a flag on Pokemon data that overrides its normal ability.
Just like how Pokemon evolve and get a new ability aligned with their old one (e.g. Anticipation Eevee becomes Pixilate Sylveon), this also works with hidden abilities.
So if, for example, you have a male Speed Boost Blaziken, and you breed it with a female Greninja (are they in the same egg group? I don't know, TBH) you can wind up with a Protean Froakie, because the Hidden Ability flag is passed down to the offspring, even though it's a brand-new ability.
That said, if Ditto has Impostor, and the father-passing works for him as well, then that ditto could put a hidden ability on ANY pokemon in the game, even ones which never had officially-released hidden abilities.
So, for example, Shadow Tag Chandelure could be "discovered" (though apparently Litwick's hidden ability has been changed... or Pokemon can have two hidden abilities, I don't know if anyone confirmed that yet) if a Chandelure was bred with Impostor ditto to produce a Hidden Ability Litwick, even though it was never officially released via Dream World or whatever.
Currently all gendered Pokemon can do this if you can find a hidden ability father in their egg group, and in fact hidden abilities can be chain-bred in this way across egg groups, BUT only Impostor Ditto could do it for genderless mons.
