Get a ditto from a different language region and breed it with your eevee. It's a low chance so you could be at it for days if you're not lucky.

Encounters or Masuda, but I really recommend casino in HGSS, it's freakin easy and the fastest way. You can always transfer your shiny Eevee later with Pokebank.
