It is the cafe next to the barber shop. You don't find it on the ground like most others; Diantha gives it to you via a Ralts. Trade her any other Pokémon for it.

She should be. Keep in mind this is post-game. If you haven't beaten the Elite Four and Champion yet, you can't get it.
