Change the date/time on your 3DS to Monday a little before 1 pm (I used 12:45 PM), and it will be raining on Route 14.

I haven't found one and my sliggoo was like level 60 or 70 by the time i found rain in a town and used a rare candy on it.... Its a pain just fly around, i also think it may be time of the day related but i am not sure on this.

I'm not sure that's the case, it was raining just about all day on route 14 yesterday for me, and when my sliggoo was close enough to evolving, it had already stopped

Routed 8 and 14 are the most common places to find rain.
If neither of those have rain, I don't know what to tell ya.
