In fact they have gone out of their way to ensure that such one off encounter pokemon, like the legendaries can all be found again somewhere else so that you can catch it.

Op, I know your feels. It was confusing to me at first as well.

There's actually TWO entrances to the Lost Hotel. The one on Route 15 or whatever, and the second one is directly south from that spot (route 16 i believe)

You see, the bins in the hotel shake, and there's one that's in the second part that is apparently part of the "first" area. If that one is shaking, it'll cause the other 3 accessible ones from the northern part to NOT shake, so it seems like nothing will ever shake for you.

You can catch multiple rotoms, but its probably really rare. You'll find other items and Trubbish (i found garbodor) in the cans as well.

Try the second entrance directly south and you'll have access to another 3-4 cans I believe. You just have to watch and see which ones are moving. Get lots of repel as well.
