Yes, it's called "Land's Wrath". It's actually a physical attack, but it has 10 less power than Earthquake, which is a major wtf moment from Gamefreak. It really looks like they were trying to get the point across that this legendary is supposed to be shit.

He's gonna go down to OU once gen 6 settles. No way this faggot is going to be able to survive in Ubers. He's going to be just like kyurem, be sent to BL and be a useless shit stain no one thinks about then when the game sequel comes out he gets a massive buff that makes him one of the biggest threats.

It still has its use in Doubles since it can land concentrated hits of Ground Physical damage without hitting stuff that doesn't matter/you don't want to hit or getting its damage reduced thanks to the AoE debuff like Earthquake and Magnitude gets. At least that's what I assume it was meant for.
