I think Dragon Pulse/Fire Blast gives good type coverage but Rain Dance + Hydration will not suit there because it'll weaken one of it's offensive moves...

I got stuck with a Modest Sap Sipper, so I'm planning on Dragon Pulse, Ice Beam, Sludge Wave and Focus Blast for that one. Maxed out Sp.Atk and Sp.Def with the last 6 going to HP.

Fire Blast might fit better on a build without Rain Dance. Focus Blast will keep the Ice counter if you don't mind the horrible accuracy.

The only way to make it good I can think of is to give it def / SpDef EVs + teach it toxic, rest, dragon pulse and focus blast.
