Johto: Lance only helped out in Mahogany Town, no police were able to stop the Radio Tower takeover despite being situated at both Goldenrod entrances. Good chance nobody ever got arrested from Team Rocket.
Hoenn: Nobody seems to give a shit about a bunch of weird people committing petty crimes, Aqua and Magma realize their plan. Nearly everyone in Hoenn nearly died from extreme heat or drowning. Nothing bad happened to them.
Sinnoh: Cyrus killed himself by accident but at least Looker was capable of catching on to the plan, and being the closest to stopping the evil team.
Unova: Looker shows up again, has trouble finding a few sages and Team Plasma ends up being destroyed from the inside. Leaders disappear and justice is never served.
Kalos: No police whatsoever, Lysandre controls the methods of communication anyway and spies on the people. Uses his power to attempt a genocide for his "perfect" world. Ends up either becoming a god, or killing himself. Everyone kind of forgets about him broadcasting his plans to kill them.
Basically, the entire population is fucking retarded in this games besides Looker and the champions.
